In Fallout 3, you can use the Chinese Stealth Armor to equip more than 1 headgear item at the same time. It is also possible to equip the same headgear items multiple times using the Chinese Stealth Armor.

Once you have loads of hats equiped just swap the chinese stealth armor for your winter power armor or the hellfire power armor.
(if you have a power armor helmet (or hellfire power helmet) on top, your character will just look like he is wearing power armor)
